Southern Provincial Roads Improvement Project
 
Project Area : Southern Province
Funding Agency : Asian Development Bank (ADB)
Background : As a result of directing the attention of the Government on the matters maintained above, in 1995 the Government sought assistance form the Asian Development Bank for the implementation of the first provincial roads improvement project in the Southern Province. Accordingly, the Asian Development Bank undertook a study with the assistance of this Ministry and the Southern provincial Council and a project proposal was prepared to rehabilitate 550 k.m. of the secondary road network i.e. 'C' and 'D' class roads of the Southern Province.
 
Objectives of the Project :
    Rehabilitation of 550 k.m. of 'C' and 'D' class roads and construction of nine bridges situated on
      those roads.
    Strengthening the capacity of the Southern Provincial Roads Development Authority (SPRDA),
    Encourage private sector participation and strengthen the capacity of local contractors. Start
      similar road projects in other provinces, in keeping with the experience of this project.
 
Project Period : The implementation of the project was commenced towards the end of 1997 with the signing of the loan agreement between the Government of Sri Lanka and the Asian Development Bank. Loan effective date was 30th April 1998. The project consists of 4 Phases and is due to be completed in the Year 2002.
 
Project Cost : The total cost of the project is US$ 42.9 million (approximately Rs. 3700 million) of which US$ 30 million is provided by the Asian Development Bank as a soft loan which is to be repaid in 40 years. The balance is funded by the Government.
 
Project Office : The project office has been set up in Galle and the General Manager of the SPRDA functions as the Project Director for the project.
 
 
 
Second Provincial Roads Improvement Project
 
Project Area : Western, North Western, North Central and Uva Province.
Funding Agency : Asian Development Bank (ADB)
Background : One objective of the Southern Provincial Roads Improvement Project was to make use of the experience gathered from that project to launch similar projects in other provinces as well. As a result of the discussions took place between the Government and the Asian Development Bank on this matter, the Bank approved technical assistance (TA) to prepare project proposals to implement a similar project covering four provinces i.e. Western, North Western, North Central and the Uva Province.
 
Objectives of the Project :
    Rehabilitation of selected provincial roads ('C','D' and 'E' class roads) in the project area. Under
      this major component a secondary roads of about 345 km in Western Province, 460 km in Uva
      Province, 295 km in North Central Province and 400 km in North Western Province will be
      rehabilitated. Strengthening the capacity of the Southern Provincial Roads Development Authority
      (SPRDA), Encourage private sector participation and strengthen the capacity of local contractors.
      Start similar road projects in other provinces, in keeping with the experience of this project.
    Strengthening the capacity of the road agencies of the respective provinces.
    Promote private sector participation in road construction and maintenance.
 
Project Cost : The estimated cost of the project is US$ 135 million. The total length of roads to be rehabilitated is around 1500 k.m.
 
Present Status : In October 1999 the Bank appointed Cardno & MBK International Pvt. Ltd., of Australia as consultant to prepare project proposals. The feasibility study of the project has now been completed. It is anticipated that loan negotiation will be held within this year.
 
 
 
Mid Country Rural Roads Network Project
 
With the intention of improving the Secondary Road Network of the Provinces of Sabaragamuwa and Central, the Government made a request to UNDP seeking support for conducting a feasibility study. Accordingly, the UNDP approved Technical Assistance (TA) for the feasibility study towards the end of year 2000. Now the study has been commenced, and it is due to be completed by December 2001.
 
 
 

North East Irrigated Agriculture Project

Project implemented for the restoration of community life in conflict affected areas

 
Project Area : Ampara, Batticola, Trincomalee, Vavuniya, Mulathivu, Mannar and Kilinochchi in North and East Province and nonbearing villages of 4 Districts i.e. Monaragala, Puttlam, Anuradhapura and Polonnaruwa coming under the adjoining Provinces.
Funding Agency : World Bank (IDA)
Background : Recognizing the requirement for helping the conflict affected communities in the North East Province and adjoining areas through re-establishing at least a subsistence level agricultural production and basic community services, the North East Irrigated Agriculture Project has been launched, mainly to ensure the availability of irrigated water for agricultural production and access to basic village level physical infrastructure and social services.
 
Objectives of the Project :
    Rehabilitation of about 400 minor irrigation tanks in the conflict affected areas.
    Community capacity building through the NGOO and CBOO.
    Rehabilitation of 1200 km of rural agricultural roads.
    Construction of 300 tube/open wells for drinking water.
    Financial support for road construction equipment, vehicles, office equipment etc.
 
Project Period : 5 years (2000-2004)
 
Project Cost : US$ 32.4 million (Rs. 2,268 million)
 
Present Status : The project implementation was started in 2000. The amount of funds allocated for the year 2001 is Rs. 510 million.
 
 
 
Mid Country Rural Roads Network Project

North And East Emergency Rehabilitation Project
 
On a request made by the government, the Asian Development Bank (ADB) has agreed to provide assistance for the implementation of this project.
 
Project Area : Mannar, Vavniya, Trincomalee, Batticoloa and Ampara and, subject to further review, border areas of adjacent districts to the south and west of the Project districts.
 
Objective : The objective of this project to improve the living conditions and well-being of people, particularly those internally displaced, who have been affected by the conflict in the north -east of the country, through ensuring their access to basic services, utilities and income generating opportunities.
 
Project Period : The project will be implemented for a period of 5 years.
 
Project Cost & Financing plan : USThe tentative total cost of the project will be about US$ 36 million, of which the ADB will fund US$ 25 million and US $ 2.4 million will be funded by the GTZ. The balance will be funded by the Government.
 
Present Status : At present, the feasibility study is being done by a team of consultants appointed by the ADB. It is envisaged that a series of large-scale anchor sub projects and a large number of smaller-scale subprojects in the sectors of health, water supply and sanitation, education, shelter, irrigation, agriculture and roads will be included in the project.
 
 
 
 
 
Minor Irrigation and Rehabilitation Project in Uva Province
 
In Uva Province where specially in Yala season, the extent of land cultivable is limited due to non-availability of irrigated water. Further, the non-existence of a proper management system and operation and maintenance practices of water are key issues in the agricultural sector of the Uva Province. The irrigation rehabilitation programmes in the past have focused only on construction aspect of the irrigation system and a very little attention has been paid of environmental conservation, watershed management, sustainable productivity etc. Accordingly, on a request made by the Government of Sri Lanka seeking assistance to implement a project to address those issues, the Government of Japan has approved the implementation of Minor Irrigation Restoration and Rehabilitation Programme in Uva Province under the Japanese counterpart funds.
 
Project Area : Uva Province
 
Funding Agency : Japanese International Corporation Agency (JICA)
Objective :
    The objective of this project to improve the living conditions and well-being of people,
      particularly those internally displaced, who have been affected by the conflict in the
      north -east of the country, through ensuring their access to basic services, utilities and
      income generating opportunities.

Project Period : 3 years (2000-2002)
 
Project Cost : USThe tentative total cost of the project will be about US$ 36 million, of which the ADB will fund US$ 25 million and US $ 2.4 million will be funded by the GTZ. The balance will be funded by the Government.
 
Present Status : Project implementation was started in the year 2000. Funds allocated for the year 2001 Rs. 244.2 million
