This institution which is functioning under the
Ministry of Provincial Councils and Local Government
was established under Act No. 31 of 1999 with the objective of fulfilling the
capacity building and human
resources development needs of the Provincial Councils and Local Authorities.
This Institute performs
following functions:
|

| |
|
 Training for
members and officers and servants of Provincial Councils and Local Authorities
and to assist
in building up of a cadre of competent provincial and local
government officers and personnel in the country
with a view to ensuring good governance.
|
Make available
to provincial councils and local authorities services of specialists in
improving their
organisational systems and management capabilities.
|
Provide a forum
for the critical appraisal of provincial and local government organisational
management
systems and practices.
|
|
Assist
provincial, management development and training units (MDTUs) in management
development.
|
|
Provide
necessary data and information to the Minister for formulating national
policies on local government.
|
Network with
local and foreign institutes in disseminating information, holding conferences
and seminars
and publish books and magazines on provincial and local
government.

The
LLDF, which operates under the Ministry is a Statutory Body which provides
credit facilities to Local
Authoritiesfor infrastructure development and income generating activities. The
Fund operates under an annual financial
provision allocated through the Annual Estimates of this Ministry. Local
Authorities obtain loans for development projects
such as purchase of waste disposal equipment, construction of crematoria,
purchase of road construction equipment, construction
of shopping complexes etc. from the Fund on a concessionary rate of interest.
In addition to the financial assistance annually
provided by the Government, the Fund has been able to generate its own funds
through efficient recovery of loans with interest
and therefore, no financial assistance to incur recurrent expenditure will be
expected from the Treasury from the year 2001.The
